Work at Fritton, proposed, or decided?

Just a quick update on Fritton and "The proposed haul route" from the plant site to the A143 across an area of grazing land. 
Proposed? 
So what's this then?
Preparation just incase everyone agrees, or has the decision already been made?

This is how the "proposed" site looked on the 6th August 2011.

The marsh, now drained!




A picture paints a thousand words, what more can I say?
The diggers are right where the Marsh Harriers nest, it's a regular hunting ground for the Barn Owl that flies from the trees, over the marsh to the Windmill, the drained marsh was home to Heron and Egret, I could go on and on, but you get the picture.
